This guy has "Poor Connection" as Alliance name and I lost because the game is full of "Poor Connection"

They are one of the Top 100 clans in this game actually. But how does lag in the game make them a cheater? Lag is a technical issue. One that is not really handled well by EA/Redwood, unfortunately.
- You can use lag to change the out come of a game, it has been done before.
