Cloud sync failed: Continue with local save or Replace local with cloud save

C&C 3 Tiberium Wars - Kane's Wrath on Win 7. Neither option works "Continue with local save or Replace local save with cloud save" except for running CNC3 ONLY & not Kane's Wrath.

I tried uninstalling & reinstalling app, clear cache, repair. I believe this started with the new EA update around 3/24/24. I tried running "cnc-ultimate-collection-launchers.1.7" which didn't work either.

When running the same game above on Win 10 I get error message "Command & Conquer 3 Tiberium Wars is already running".
