Command and Conquer remastered mouse issues

I'm having issues with Command and Conquer Remastered with scrolling. I cannot scroll up or right. Is this a known issue and is there a fix??? I am aware you can mouse click to get it to work but I ...

    @Sickboy442 This generally means you alt-tabbed out of the game at some point, and it caused the game to switch to Windowed mode. The fact you can't scroll is because the game window is misaligned with your monitor.

    To fix this, simply press alt+enter to return to fullscreen mode.
