Small note in advance: the game item is "Command & Conquer and The Covert Operations". The game is simply called "Command & Conquer", or "Tiberian Dawn" if you want to distinguish it from the other games in the series. The Covert Operations is the game's expansion pack, which is the "New Missions" menu in the game. Since you mentioned the campaign, I'm assuming you're not talking about the expansion missions.
The top-of-map error is a known issue in that game, yes, and while it's kind of random whether the bug actually crashes the game, its cause is very well documented.
The only known fix for it is fan-made, and is one of the main features of the C&C95 v1.06 patch. More info about that can be found in this thread on the Steam forum..
If you want something more simple and straightforward, I released a quick fix pack for TUC on ModDB too. To install it, you just have to replace the game's "C&C95.exe" file with the one from that pack.
