Enemy territory
I am trying to move closer to some unoccupied POI but can not do so because it says can not move into enemy territory, there are no players around for about 30 - 40 squares in the opposite direction ...

You may find that the territory has been previously occupied by others whom have had their base destroyed. This is one reason why the territory is blocked, for a while anyway.
A little patience and all will available to you.
