some quality of life changes are coming to alliances, but I'm afriad getting rid of an afk leader isn't one of them. Your best bet is to send a friend request to everyone, tell them you are making a new alliance and they can join off your profile in alliance chat, then do so. The active ones will follow, the afk ones will not.
