I can not launch one of the games for C&C Ultimate Collection

I have successfully downloaded and installed red alert 2 and its expansion on my PC but when I try to launch it it gives me a message saying "The ordinal 1111 count not be located in the dynamic link library WSOCK32.dll."  I tried uninstalling and redownloading and installing it again but I get the exact same message.  My other games that I have downloaded and installed do not have this problem, what can I do to fix this?
