  •  
  • AMD  Ryzen 3 1300X Quad-Core
  • AMD Radeon RX 5700xt
  • 16gb ram
  • 1920x1080 primary, however it happens at all resolutions
  • Full screen, however it happens in all options
  • Currently installed on an HDD
  • Occurs in skirmish and campaign mode on Red Alert. Have not tried on the other version yet

Example: Red Alert Campaign, MIssion 1. Even in the first couple seconds, its already stuttering and all over the place. The moment something blows up, it just gets even worse
