I am also experiencing this issue. But it seems it has been addressed with the release of iOS 13.1. Since it's a minor UI glitches, try contacting an EA game advisor to see if they can do anything.
You can do so through The Sims Mobile app. Open the side menu, choose the gear icon, then the button with 'Help'. This will open your browser, scroll down until you see 'Contact Us' and choose 'Technical Support'.

Unfortunately I can't confirm that iOS 13.1 solved the problem, I still have those issues.

I have iOS 13.1 beta 4 or 5 and still have those issues.
