Sadly, there is nothing evil or menacing about it. When you click battle, the game looks to see if someone is hosting a game with your medal value (GDI or NOD, not combined). If there isn't any open games for you to join, then you instead host a game with a tight medal value. If nobody joins, then again you look to see if you can join a game. If again you can't join, then you host with a slightly expanded medal value. This repeats for some time until the game gets desperate and begins to look to other servers to join/host your match.
That is why I caution all newer players about win streaks and about old challenge battles. Sure, going up leagues feels great, but you are literally making the game harder for yourself.
Redwood studio's doesn't need some evil matchmaking based on encouraging micro transactions. We are dumb enough to do it for them.

@BattaIiaI had your opinion, too. But it just aint that simple, to keep it short:
There are proofs that EA is researching/developing on "dynamic matchmaking" with the purpose to increase microtransactions. They have patents on it, just google it. So you really think that a company which developed a mechanism that increases their income (proofed) and already used it on players (proofed) just dont use it on the game you play?
Sorry, that's naive. In best case.

Apologies for not responding sooner. Battalia answer how the matchmaking system in Rivals works, so I (incorrectly) assumed that your question had been answered.
