from the screenshot attached, i can see that you multiple tracks which plays almost identical music, could you remove the current playlist and just added a couple of tracks with different theme music and check, if the music player works as intended?
well, the music player maybe shuffling to next tracks, but.. because you have a lot of tracks that sound similar, you may feel it is not working.

I'll look into that, that's actually not a bad idea. It seems to me that the playlist does shuffle the playlist around, but after it shuffles, it continues to play the same tracks. The music was the same for many of the missions I played, but I've since found some missions that changed the playlist, though the game still continued to play the same tracks in a row.
So, here's a kind of example explanation:
Not shuffled playlist looks like (as seen in screenshot):
Track 1
Track 2
Track 3
Track 4
Track 5
Track 6
Track 7
Track 8
Track 9
Track 10
Shuffled playlist (example):
Track 7
Track 4
Track 9
Track 3
Track 6
Track 2
Track 8
Track 1
Track 10
Track 5
Then the game will play the exact same tracks listed in the order of the shuffled playlist. Perhaps it's just my expectation of what "shuffle" means. I expected the game to play a random song on the playlist. Instead, it takes the tracks in the playlist and shuffles them and then plays that same playlist in pretty much every mission. I'll see about experimenting more and get back to you.

So, I created a new smaller playlist with tracks that I would most easily recognize as I can't recall the title of each track, but some are easy to know, like "Act on Instinct" and "Hell March." I've included a screenshot of the playlist and options. I loaded a saved game and listened to the playlist, while skipping to get a sense of what tracks were playing. For brevity's sake, the game played "Untamed Land," "Fight, Win, Prevail," and "Act on Instinct." I loaded another save and it played the same tracks in the same order. I think perhaps it's not really a "bug," but it just doesn't function as I expected. It does shuffle the playlist, obviously, but it saves that shuffled playlist and plays it with each track in the same order every time. You may be right about the game engine.
