Summarize your bug When i'm playing, matches are against players which, for the units they deploy, are at very high levels, with unit that are unlocked at very high levels, is very difficult to battle with them and aren't taken as "Challenging Battles" so when you lose you lose medals and battles aren't fair. Please solve these issues asap, because is desmotivating having such unfair battles and lose all what you was fighting for.
Steps: How can we find the bug ourselves? Just touching on Battle and wait for match.

For example, i'm level 22 right now, my highest unit is level 7 and i got a battle with units get unlocked at level 60 and units level 9.

as @xrmiao4 correctly said, matches are currently determined by your league. If you are playing very well and get promoted rather early to one of the higher leagues (Diamond, Gold, etc.) it is possible that you will be matched against players who don't play that well, but have indeed higher levels. Player level is currently not that important in matchmaking since there is always a counter available for any unit on the field. If the units are significantly higher than yours the match will be automatically a challenge match (more details around fair matchmaking can be found HERE).
