Try scouting to see if they do double harv, then if spotted, try harassing the harvs. I was actually taught by a master league player in my alliance.
The level disadvantage didn't help you, but you have to take out the defenders before you go after the harvesters.
Remember, your goal isn't to kill harvesters, as nice as it feels. Your goal is to make them produce units to protect their harvesters, as this damages their economy much more than losing a harvester does.
