I honestly have no idea if this stuff works differently for XBox, but the multiplayer servers for C&C3 were hosted by Gamespy, which shut down in April 2014.

So if the XBox version also used these servers, I'm afraid you're out of luck. For the PC version, some people have managed to make it connect to their own community-ran servers (the C&C: Online project), but I doubt such things can easily be done on console versions.
