the windowed mode in TS and RA2 is triggered by the command line parameter "-win". You can add this to the Origin launch settings, but I'm not sure if the official launchers filter it out, so you may need Bibber's fixed launchers. From what I can see, the more reliable solution is to edit it into the ra2.lcf / ra2md.lcf files.
