No one can or will help you here with billing issues.
You need to go here: http://help.ea.com/au/command-and-conquer/cc-tiberium-alliances/
Once there, scroll to the bottom and select 'Contact Us' Then either start a chat session or emai EA. This will usually direct you to the Indian help desk. They too wont be able to help you but if you ask nicely to be handed over to a senior tech, HE might be able to escalate your problem up the line to someone who can help.
Apparently the only people in EA that can help with billing problems is EA billing, and they are not contactable by customers.
