i'm not the expert for mods in the newer games, but for some you need to get "bibbers fixed launchers" to be able to pass the command line parameters
The parameter for Tiberian Wars seems to be "-ui"

The "-ui" parameter gives the control center. To actually run a mod, it needs to be run with a "-modconfig" parameter to specify the mod's .skudef control file.
But, yes, you'll need Bibber's fixed launchers.
