You have to run the game as administrator, the problem is related to the file named blowfish.dll. The game fails to register the .dll because the lack of admin rights.
If you still cannot make it working then try the following fix i created for Tiberian Sun (it will also work with Red Alert 2 since the problem is realted to the same file)
