There are many options here, but u can try some basics:
- install with admin rights this https://www.microsoft.com/en-us/download/details.aspx?id=8109 ;
- launch with admin rights this https://www.microsoft.com/ru-ru/download/details.aspx?id=35 ;
- launch with admin rights Microsoft .NET Framework Repair Tool: https://www.microsoft.com/en-gb/download/details.aspx?id=30135 ;
- update .NET Framework Runtime: https://www.microsoft.com/net/download/framework ;
- in "Game Properties" check the "Disable Origin in Game for this game" option and disable Cloud Save;
- try from WinXPSP2 to VistaSP1 compatibility mode for CNC3.exe file and make sure that "Run as Administrator" is checked;
- make sure that game don't run on integrated gpu;
- delete ini file and/or try to configure it some at "C:\Users\<Username>\AppData\Roaming\Red Alert 3\Profiles\<Username>Options.ini";

@MADrag0n With all respect, but I couldn't see how any of these proposed options could possibly fix these problems as they are just general fixes for every program. So, my advice: you have a visual/video-issue? Please update your graphics drivers and make sure that the game runs with your dedicated GPU (like @MADrag0n suggested). That should fix your visual issues.
Edit: Ok, your last two options could possibly help. But the last one is very unlikely to fix visual problems like this in my opinion as you almost never hear about any options.ini-problems with RA3. Those problems are more common with Generals...
Edit2: I always find it annoying that people who want to bring solutions sometimes just name a lot of possible seemingly random fixes in the hope that if they throw enough at the wall that eventually something will stick. In the process you will only confuse the user. Just look at the problem the user has and give a targeted solution.
