I thought Scavengers were disabled in Showdown?! Apparently not. My opponent had scavengers in showdown. Can you guys please make sure they’re actually disabled in the showdown game mode? Do you guys do Quality Assurance testing as part of the development prior to releasing the game?

I think they're forgetting to disable it. Its just like the cabal war games, where at least half the roster is disabled. My guess is that the developers are too lazy to fix anything and the rumors about the new units might grow cold.
Well over a year later, this is still true.
Scavengers are not disabled in Showdown as the rules say they are supposed to be.
I just played against an opponent who used scavengers to gain tiberium, which is also supposed to be disabled.
This is the official feedback page yet it is clearly ignored.

There are no more developers working on this game who can actually fix bugs like this one. EA has re-assigned the people who developed Rivals to other projects. It's sad but that's how it is.
