Scroll Speed on is too fast, even at the lowest setting. How do I fix this? When I edit the "conquer.ini" it just reverts. If I set it to Read-Only, then the game won't start.

For which one of the games, and what are your system specs, along with your OS and the resolution of your screen and the one you are playing the game in?
Same Problem...
C&C 1
Specs Athlon Quadcore 2,2 ; 4GB RAM ; Win7 UItimate, Res.1920x1080 ....but tried it with 1024x768 too... same thing!
Nevermind his questions. Download The First Decade 1.03 official patch.
works for ultimate edition???
I'm pretty sure. But not entirely :/
My issue is with RA1. I tried the patch for the Ultimate Collection and it didn't fix anything :/ I've tried uninstalling/reinstalling, the 1.03 patch, changing the video size, enabled Back Buffer in Video Memory, and tried using the CPU Grabber. Nothing has worked yet. One thing I've noticed is that after I use the 1.03 patch the scroll speed goes crazy. There might be something to it, though I'm not savvy enough to find out for sure or how.
System Specs:
-W7 64bit
-Intel 3.5GHz CPU
-16GB RAM
-EVGA GeForce 660Ti
-1920x1080 res, playing at 640x480
Have you tried uninstalling the patch and using the back buffer/CPU grabber changes?
Hi everyone,
finaly I found the answere of the f...k question how to fix the prob with "scroll speed"
After I tried everything and nothing helped - I found this!!
http://www.moddb.com/mods/command-conquer-unofficial-patch-106/downloads/cc95-v106c-revision-3-patch
This is a patch from Nyerguds and it fixed it.
And plus it allows you to play in higher graphic resulation.
This is what we all want!!!
Thanks and have fun
I tried this patch and it completely messes up the graphics when scrolling. I had to revert to the unpatched version.

Reading the patch readme helps. It's a very minor glitch, which only appears in the first missions, and just opening and closing the main menu solves that. It occurs when playing on a resolution that's larger than the game map, and since changing the resolution doesn't magically make the game's maps bigger, there's nothing I can do about that.
I still don't understand how people don't notice that when they, oh, open the main menu to exit the game, to complain about the 'issue' on some online forum 😕mileymad:
