Scrolling and hotkeys don't work in Red Alert after update

Steps: How can we find the bug ourselves? Go to C&C Red Alert and try a skirmish mission
What happens when the bug occurs? I went to play skirmish on Red Alert and tried scrolling around the map to see where I was. It would only let me scroll going up and to the left. I couldn't go to the right or down, and the hot keys to return me to my construction yard didn't work. I tried using the mouse and arrow keys to scroll and it didn't work. I also went to select a couple of my units to begin scouting and when I went to select different units to scout elsewhere it didn't deselect the first units, but bunched them in with the others.
What do you expect to see? The game to work

I am using an HP laptop in Windows 10 and C&C Remastered on Steam. My bug:  I went to play skirmish on Red Alert and tried scrolling around the map to see where I was. I just updated the game before I played and have quit and reloaded a couple times and the issue persists. The game is basically unplayable now. I haven't tried Tiberium Dawn after the update, just Red Alert.

Is anyone else experiencing this issue, or is it just me?
