tibsun is my favorite cnc game and I'll be honest, I was expecting that to happen when I saw nod had cyborgs, but no, cyborgs are plenty strong already, they don't need a boost, especially not one that is going to give them extra-long duration control of the launch platform and definitely not at random, GDI already has enough problems trying to deal with them and confessors prior to disruptors. I'm not saying it couldn't be made to work, but its a lot of effort for not much gain.

Maybe if hp of Cyborgs would be halved it could work.
