TIBERIUM ALLIANCE: destroyed bases being used to gain an advantage by waiting 24 hours

can we please sort this. this is what happens when base is destroyed. no Alliance bonuses for 1 day can not attack for 1 day base repair time accumulates (Ruin or otherwise) Vehicle repair time ...

How can I destroy someones base? I mean permanetly?

Every time I destroy a his base, hi recovers or is there some way to destroy it permanently?
