Why is CnC: Generals only available in the Bundle

In the moment I only have enough money on my Steam, to buy CnC: Generals two times, according to Steams prices (directed here by Steam). Nontheless I can only buy the Bundle with games I don't really play. Can someone please answer me (neither Steam nor EA did) why its only available in the Bundle?
