I had the same problem.
Dead Space worked fine under Windows XP but when I upgraded to Windows 8.1 I had the same problem you describe.
I did fix it - or rather Microsoft fixed it

In short bring up the Compatibility tab in the DeadSpace.Exe properties box
Check the "Disable display scaling on high DPI settings"
Click the "Apply" button
