Dead Space(2009) won't launch. Missing DLL d3dx9_38.dll Error: 0xC1.

Invalid license Error Code = Missing DLL: d3dx9_38.dll Error: 0xC1. I already checked and reinstalled DirectX, every VC redistributable and my GPU drivers. I launched as administrator and also did a clean up of components on the command center. It seems like this error has been persistent on players since 2021, I've checked every other post but nothing worked. I feel absolutely sad about the matter with the remake coming out so soon. Is there any help I can get?
