I don't think that they ever intended for people to move their saves between accounts; only for the same account.
It seems that when you loaded the game on your brother's copy, your save file received the Amazon preorder bonus (the Enervator weapon). The problem now however is that the item is now in your inventory and you don't have access to the DLC from you account. I'm not sure how they handle the DLC, but there could be some minor differences between the preorder DLC and the version that was eventually put up for purchase (some kind of ID, etc.).
I am sure that this system was put in place to prevent people from hacking saves to receive DLC content or preorder without having purchased them.
Until someone comes up with a saved game editor or the game receives a patch to remove DLC-related items from the saves in situations such as these, I'm not sure there is anything that you can do about it.
I'm assuming that you already overwrote your original saves?
I am also having this issue. The only way it will work is if the original owner of the Enervator data is signed in on the same Xbox, and their Enervator download data is on that Xbox's HDD.
I wouldn't call this a workaround, but it is interesting because it doesn't seem to be a corrupted file issue. What is interesting is that when I signed in on my friend's Xbox, not only did I get the "Enervator in your safe" message, but he got a message about the GameStop SMG being in his safe. And now, even though I am no longer signed in on his Xbox, he can access his save data AND the EG-900 SMG is in his safe when he plays, despite the fact that he never downloaded that item. I also spent the 160 MS to buy an Enervator for myself, but it did not work. It is odd that this issue did not affect both me and and my friend (it only affected me).
I really don't want to have to replay the whole game to regain access to Hardcore mode and the like. Hopefully EA will notice this issue; hopefully they'll notice there is an issue going on in Dead Space 3, even with all the Sim City problems.
