Online pass

I bought a pre-owned copy for my PS3 today,  thinking it would be free to play but what I came to see was that I still needed an online pass to play Co-Op. I thought that EA was making it free to play online again or am I mistaken? Also I have heard that some Xbox players who have bought pre-owned games are able to play Online Co-op for free now, is this true?
