Is there any way to uplift my NAT STRICT for DS3?

Your NAT type lies within your router, assuming you're wireless. The best option when receiving a Connectivity error such as this would be to Direct connect your internet to your PC. Honestly, if you're direct connected I would contact your ISP (Internet Service Provider) and see if there's any bandwidth restrictions.
