Weapon's Upper Tool Apparently Dealing No Damage

The upper tool on my weapon is apparently dealing no damage. The weapon is currently on a SCAF heavy frame with a Military Engine / MK-V Precision Tip for the upper tool. The lower tool is a Telemetry Spike / MK-V Difraction Torus. I have three +3 Rate of Fire / +3 Damage and one 3 Reload / 3 Clip chip for the upper tool. For the lower tool, I have two +3 Reload / +3 Damage and two +3 Reload / +3 Clip chips. Attatchment 2 is a MKIV Damage Support, and Attatchment 2 is MKIV Flame Glaze.

I've tried swapping out for +2 Rate of Fire / +2 Damage for the +3 Rate of Fire / +3 Damage chips, and the wepon functions normally. However, If I put so much as one +3 Rate of Fire / +3 Damage chip in the upper tool, damage is apparently either extremely reduced or completely nullified. 

Is there, perhaps, some sort of damage cap for weapons that resets to zero or a low value when it is exceeded, or is there some other less obvious issue?

    You have 3 rate of fire chips on it. This causes terrible accuracy. Remove at least 1 and see if it improves.
  • Switched to two +3 Dmg/+3 RoF, one +3 Dmg/ +3 Clip, and one +3 Reload/+3 Clip. Same RoF increase as the three +2 Dmg/+2 RoF chips without the complete loss of accuracy. 

    It seems rather odd that going over +6 RoF causes such a drastic drop-off in accuracy. A decrease of some sort makes sense, though.
