After spending an hour last night going through tapestry, I jump on tonight to make a new character to just be denied outright from the server.. 2 Hours wasted on this, I'm on the 360 still just out of curiosity is the server actually down? Or could it be something else? It just seems like it's not even trying.

If you mean in general, the servers for Xbox 360 are up and running. You can check the server status for all platforms at any time from Help.ea.com.
Go to https://help.ea.com/en/dragon-age/dragon-age-inquisition/. There you will see a Server status button. Click on it to unfold the server status window.
What error message did you receive exactly? We can probably have a look at that if it's still happening.
