A Manuscript of Some Authority

This quest is massively bugged.

I accidently picked up the manuscript before getting the quest.

Now, in the description it says "The Ancient Tevintor Manuscript Has Some Marvelous Diagrams, But Frederick Is Unable To Read Them" however the quest objective is still saying "Find Tevintor Writing On Dragon Luring."

So, the description says I have found it and it needs translated but the objective still says it needs to be found.

Also, it will not let me find it again or give the one I already found to Frederic.

Any help, suggestions, or workarounds?

Hmm. The manuscript is in the still ruins, and I've read that even if you pick up the manuscript first and then given the quest, you should be able to complete it.
To translate the manuscript you have to go to the war table, and there is a mission you have to unlock/complete. I think its called Translate the dragon script or something like that. And once its done, go back to Frederick.

Just to make sure I am not being an idiot and running right by the item like I have done numerous other times in many RPG's I will ask this....
Where exactly is the manuscript?
I believe I found it but to be 100% sure I need to know where to look.

I am guessing it was the scroll I read by the dead body at the door to the Still Ruins but I am still unsure....
Will name firstborn child after whoever helps first.

That is the problem I am having.
It won't let me find the manuscript, give it to him, or do the mission at the war table.
I have to go to Skyhold to judge the next group of prisoners so I will double check and edit this comment on whether anytihng changes or not.
EDIT: Same as before.
Can't find manuscript/may have already found it, can't give it to Frederic, and no new mission at the war table.

Writing was inside a building past a load screen while the quest search area indicated it was outside.
Problem solved now!
