Clear your EA app cache > Restart the PC > Test.
If that don't helps
- Make sure EA app and Steam are closed.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Delete the "License" folder.
- Test
Thank you for your help, unfortunately your suggestions didn't work. I've tried downloading and opening a different game, and after signing into the Activation screen the other game worked, so there maybe its an issue with Inquisition specifically? It was the same pop-up so I'm not sure what the difference is.
I tested it with Dragon Age II, newly installed, and the same screen popped up (though it said Dragon Age II instead) but that time DA2 started after I logged in.
