Your dxdiag says you have a Geforce GT 730. It's an entry level graphics card with performances similar to the Geforce 8800 GT, which is the absolute minimum for this game. It's not supposed to run the game smoothly.
Still, if you have worse performance after saving, I expect there may be a second underlying issue. The dxdiag is cut off at line 70. Could you post the full file?

I see you have two identical hard drives. What happens if you install the game to your other drive? Or, since the issue is triggered by saving the game, if you just move the save folder to the other drive? This would rule out a hard drive issue.
