Got to ask...why do you think the game is only using bad card??
But to the point...this game is incredibly cpu and gpu intensive...
You have a 1.5ghz quad core that is currently splitting time with graphics processing...
Game REQUIRES a min 2.5ghz chip from AMD...so yours is just about HALF the speed necessary to run the game good.
Now on to the card set up....as far as I can research, the set up does OK with 2009, 2010, 2011 games and even then Black OPS 2 was giving sub-30fps performance then.... Looking at the performance of both chips in your system, they are WAY below min spec card, and I doubt even with crossfire magic they can ever hope to match the min performance of base required graphics card.
So basically you have pulled your 2010 stock honda Civic out onto a Indy 500 race and am wondering why you are getting passed....
Personal recommendation.....shelve the game until you can upgrade your system, I doubt it will EVER play at a decent level.
