Fawlkon, thanks for your reply, I've tried all of them but still my performance is ugly.
I still have very low FPS but my game got better after I did this:
1) Hyper-Threading should be ON -- It doesn't really improve the FPS a lot but it does reduce the frequent of FPS drops, and by using the USER.cfg it can utilize 7 job threads so it's very well optimized.
2) DO NOT use borderless windows mode -- at least not working for me, BSOD, long pause, sudden slow down to single digit and HANG (Not responding) etc.
3) RenderAhead in User.cfg set to 2 and it does increase few FPS but most importantly it almost eliminate the FPS drops while exploring around or panning the camera fast.

After that I was getting some random crashes so I run DX installer inside the game's folder. Now I am able to play, yet my FPS are around 20... It's playable but it could be way better in my opinion.
