Best Served Cold quest is uncompletable!

I've tried several ways of fixing this but so far there's been no way to get the note to appear on the one of the bodies after the nighttime Hightown ambush duinr Best Served Cold. I've tried waiting after the fight to loot, looting during the fight, reloading save from a few saves back and replaying... Nothing. 

So I then tried just using the in game console to run the mod that effectivly forces the note to appear. This seemed to work. I go on with the quest and doscover that it only made it worse. 

Now the game is hung up just after the Wounded Coast incounter with the templars. I can run through the whole fight., talk to cullen and "end" this section of the quest. But then it still is there on the Journal. If I ignore this and go on to report events... the only one who will talk to me is Orsino. The quest isnt resolved or closed. 

Long story short this whole thing goes downhill from here. Theres even an event at the very next quest marker that has an invisible Keran talking with a mage (the dialog is a exact copy of the Docks incounter just a bit earlier). 

I saved a copy of the whole game folder before I used any mods. I went back to that version but I still cant advance past the letter part. Is there any help for this?? I just want to know if theres a manual way of adding the letter somewhere that wont break anything else. Nothing else is working.

I can't finish the game like this. Any help would be very much appreciated.
