blacksmith location

hey and thanks for your answer.  The strange thing is I look on most of the forums and they all say the same thing.  All I find in the undercroft(right of the throne) is crafting tables, buy/sell, and storage..  Of course NPC who just say 'hello' . nobody else,  still need help.... thanks

@kanakajoe That is all that is supposed to be in there 😉 The thing that you want (to reset your skills) should be buyable from the buy/sell, under accessories (if I remember correctly, it's an amulet). There should be one cheaper one (unless you already purchased that) and an infinite number at the higher price. 

If this item isn't showing up for purchase, make sure you're not using any mods (PC only) which change the content of that store.

Hi and thanks for the info....I brought the amulet and nothing happen.. I'm playing PC... Is there something I'm doing wrong, please help...

Thanks,  I put on the amulet and went to my Abilities and saw all my points were there.
