Broken Arms Bug?
I don't know if it's just me, but I noticed this bug surface in Val Royeaux. Or maybe I only just noticed it in Val Royeaux. Basically, the character (mostly my Inquisitor) stands with their arms sq...
I had this same issue, but only when I equipped Mail Arm attachements to my mage. I unequipped the Teir Two attachement and instead attached a Teir One and her arms when back to normal. So now all of my companions have the Teir Two Mail attachments to their arms and I'm stuck with Teir One until I can find Teir Three. I went through the entire templar cutscene like that, totally ruined it for me until I found out the issue ☹️
Try unequipping your arm attachments and see if you still have the issue.
Edit: I play a female elf.
Unfortunately, from what I gather it happens with all the armours. While some may limit arm breaking, they will still remained glued to the ribcage during crtain cutscenes. It requires an immediate patch intervention. There is too much elven lore in DA:I to just let it get wasted. Male Elf players, some of them including me, have not even touched their playthroughs because of this highly immersion-rpg breaking abomination. We are supposed to spend about 100 hours in this game. 100 hours of broken and glued arms is 100 hours too much.
Right, this is an issue with the male Dalish elf model altogether. I've tested cutscenes with no armor on whatsoever and the issue with the arms is still present.
(I see that someone above has mentioned the issue on PS4 as well and I'd like to quickly share that I am experiencing this problem on Xbox One. I'm guessing this is universal.)

i have a elf female character and she has no arms too in the cutscenes. The problem concerns allt he elf i think.
i have patch 2.

Since hotfix, the bug occurs now in game, not only in cutscenes!!
Edit2: i think the bug occurs only with arms upgrade. The name is (in french) "Brassard d'enchanteur tenace imprégné"
Edit3: no problem with another upgrade "brassard d'enchanteur agile absorbant"!
