Broken Josephine Quest an unexpected engagement

I see a few people having this issue, but no responses from EA or possible solutions offered. When I go to Val Royeaux to duel Josephines fiance, he is not there, nothing triggers and there is no que...

First you have to meet Josephine at the docks. She will be standing there looking on the ships and the ocean. Talk to her and the quest should start.

    It's at the bit where I'm supposed to duel her suitor, is that right?

        No it isn't. I've completed that one. The quest is called "an unexpected engagement" it's supposed to trigger in Val royeaux and it doesn't. No quest marker no nothing.
