Broken Josephine Quest an unexpected engagement

First you have to meet Josephine at the docks. She will be standing there looking on the ships and the ocean. Talk to her and the quest should start.

It's at the bit where I'm supposed to duel her suitor, is that right?

      No it isn't. I've completed that one. The quest is called "an unexpected engagement" it's supposed to trigger in Val royeaux and it doesn't. No quest marker no nothing.

        Pretty sure it's in the war room first. I have the quest on my game and theres actually TWO war room items. One for getting dirt and another with the actual quest. (Cullen I think is who is needed for it... Not 100%)
