If you applied the 60 FPS Cutscene fix (the command line argument) then stop using it.
It's causing issues with the game.

My game is vanilla, but I have the same issue, what to do?

I found somewhat of a fix, if you run past the throne, then to the right and continue along the path until you come to a forest, then after a bit of forest there will be a small mountaintop, stand on top of that and you'll see Haven, get close enough to Haven and then the cutscene with Leliana and Cassandra will start.
