I just picked this game up a little while ago this year. I have gotten to this glitch.
If you pay close attention you may notice a faded red dot in the room with you still while youre unable to close it. It's a Hurlock Alpha that somehow spawned under or over the cave map. He needs to be defeated before the energize point will spawn. In order to get it to spawn I went back to Skyhold, walked around for a minute or 2. Checked on my war room. Then went back to the caves and he was there. So you may just need to do some long distance fast traveling. Maybe he's being a chicken and not coming out of the hole til everything calms down. IDFK but that's how I managed to get past this glitch.
