Can I access DLC's on my PS3 without server connection?
I have never been able to connect to the servers and EA did nothing, but can I access the DLC's through PS store?

As you can see the DLCs are available in PlayStation Store.
The fact that you have issues with connecting to EA servers in the game itself, shouldn't prevent you from downloading the extra content from PlayStation Store. Unless, there's a general problem with your Internet connection - in that case I recommend taking a look at this article.
