After much messing around, looking at options I FINALLY figured out how to get the DLC to show up on multiple users account and while I feel I may have been the only one struggling with this I will share the solution for anyone searching. My mistake was not having both accounts set as a Primary PS4 console, I only did the one. All is well now and it was an easy solution 🙂.
