cannot access rune crafting
the game skipped the rune crafting segment so now i cannot craft runes. it wont even let me access the table. no prompe comes up when i step next to it.

Any ideas how you could fix it? because i have the same problem and i m way further in the content now. Cant load a old savegame.... i hope they fix it because for me now its broke...
I have spent significant time searching the web and reading various guides to try and find this.
According to whatever guides I can find, its a quest/mission that supposed to be available from the war room map, but when looking at that map I cannot see any quest that has anything to do with this.
I was far into a game when I started thinking of thhis, so I started a new character just to see if I missed something at the beginning, but I still cannot see anything that has to do with getting this arcanist.
Seems like with so many other things, this is broken as well.
Should have known better than to buy a game from EA at release, they are usually rushed products thats released to an arbitrary schedule with lots of missing or broken stuff.
actually, if you go to the weapon crafting table, there's a tab for crafting runes once you've recruited the arcanist. it took me a bit to find it too, but it's there!

@zaindogar45If you look at date in the right corner to @simsingly post, you will see that poster did post it in nov. 2014 (6 years ago), so it is most likely you will not get any help there.

First after you have to leave Haven and Inquisition have moved to Skyhold then you will get another NPCs named Dagna (you might have meet her from already in quests from DAO as she is a non-magic race which in turn learn how to use Magic Enchantment - Rune Crafting). You will meet her when you enter Undercroft which is basement level of Skyhold (look at door from where you sit and judge and you should which door that leads to Undercroft).
At some stage before you move to or while you are at Skyhold there should be a mission from War Table (close where most Dwarf quest are located on War Table north from Storm Coast).
Walk to where you can craft weapon (in Undercroft of Skyhold) and check the right side for a rune symbol to sort only for rune schematics in shape of a Pentagon (five sided), so you easier find Schematics related for Corrupted Runes (you will need red lyrium which can take some time to get or you need to buy it). That should finish the quest, but you should be able to craft before that if you have the right schematics and materials.

(She look at bit different in DAI, but should be easy enough to find in Undercroft as there is only a human male Harrit (Smith) and a female Dwarf (Rune Crafting)).
You need to buy blanc material for rune crafting that you combo with what kind of Rune that you want to craft (every Rift leaves an item that you can use to craft Runes, but you need to buy blanc material as you can not loot it), so you need to buy some while you are at stores that sell crafting materials.
I use a mod for Crossroad and for Redcliff which make it possible to buy those kind of materials for crafting. Look at wiki where you can buy what you need to craft more Runes when you need it in default game without any mods.
EDIT: Look at Ferelden side on War Table to find this mission: Acquire the Arcanist. Dagna is also part of Leilana personal quest, so you you need her if you want to complete that quest. I don't recall exactly where on map for Ferelden (on War Table) this mission is to be found, but it I would expect it to be around where you most Dwarven quest like Descent (DLCs) and Varric personal quest related to him about his writing a novelist, right above Storm Coast on War Table map.
