Can't access red lyrium reaper weapons

There was another answer that resolved a similar question posted, I am quoting it here. They do not just simply appear. Does the following help?

The weapons pack can be obtained in the game by following these steps:
1. Acquire Skyhold.
2. You will find a quest in your Journal called “Rune Crafting” (under the Skyhold Category), and will be instructed to visit the war table to recruit the arcanist.
3. Visit the war table and select the “Acquire the Arcanist” operation from the top-left side of the Ferelden map.
4. Complete the operation and exit the war room.
5. Visit the Undercroft, where the arcanist will be present
6. With the arcanist acquired, the Red Lyrium weapons will be available in the special deliveries chest, also located in the Undercroft.
After not showing up initially, I've been checking the chest every so often the last couple hours. The items finally showed up. My suggestion is to follow the steps above.
No, I'm already 90 hours into the game, just checked again, but no special delivery whatsoever. But I think I remember that the browser mini game was kinda bugged... I think it automatically "unlocked" the weapons after I've watched Varric's, Bull's and Vivienne's videos.
There's more to getting the weapons that just watching the videos... and nothing is automatic!
1. For each companion, watch the video then watch again and this time click on the hidden 'secrets' as they occur.
2. Complete the Inquest for the three companions.
3. Now you get to watch the Inquisitor video, then again and find the three hidden frames. Each time you do a weapon clicks into place at the bottom of the browser.
It took me a while to get to grips with it.

No, that's exactly what's weird: watched the companion videos, unlocked their secrets, and after that the Inquisitor frame just said "Weapons unlocked" before I could even watch the vid. And for some reason, I can't watch it.
