Can't attack enemies and they won't attack me

This was an old topic, but it was closed without an answer, so I'm making a new post. I started playing DA:O on steam a few days ago. Worked for a while, but it didn't seem to like mods. I ran into this issue today so I got rid of all mods, uninstalled and reinstalled and started a completely clean game. The issue still persists. Can someone please help?

Are your characters on hold?

What tactics do you use?

Try to disable the tactics button for all characters > Select your entire group and press "hold" and after that "move freely" > Select only your main character and let them attack.
