Can't change Dragon Age: Inquisition text language to english

As the title says, the game won't let me change the text language to english, voice language is already in english. The weird thing is that i can switch it to any language just fine when playing on X...

If its locked to a specific language it means it was bought in that country. and some versions of the game has locked languages. There is currently no official way to change that. @Bravien
